Local Couple Arrested for Taking Sexually-Explicit Photos of Minor For Immediate Release Florida Department of Law Enforcement Special Agent P.R. Lio arrested two Jacksonville residents on charges of promoting the Sexual Performance of a Child and committing a Lewd and Lascivious Act on a Child Under Twelve. Both of these charges are second degree felonies. John "Bruce" Wylie and his wife Rosemary Wylie were booked into the Duval County Jail on Thursday afternoon and released on bond that same evening. The charges against the Wylies stem from sexually-explicit, nude photographs they had taken of a child. The Wylies brought their film to a Jacksonville-area Eckerds Drug Store who, in turn, sent the film to Qualex photographic laboratory in Orlando for developing. Workers at Qualex realized that the photos may depict criminal activity, and they forwarded the photos to the FDLE. Special Agent P.R. Lio reviewed these photographs and, in consultation with prosecutors and local sex crimes investigators, he determined that the photographs did in fact constitute sexual performance by a child as outlawed in Section 827.071 of the Florida Statutes. An arrest warrant for the Wylies was duly issued, and Agent Lio arrested both "Bruce" and Rosemary Wylie on Thursday, December 3, 1998.
